feat(commands): add /ultragoal, /dump, /trace slash commands for GJC compatibility (Slice 3.2)

- Add /ultragoal command to start or manage a durable goal ledger
- Add /dump command to dump debugging information for the current session
- Add /trace command to enable or disable execution tracing
- Include specs, enum variants, parsing, and tests for all three commands
- Update REPL handler to dispatch the new commands
- Implement report formatting functions for CLI output

These commands are part of Slice 3.2 of the GJC compatibility campaign (#3326).
