The Windows docs/release stream now has terminal team tasks and final local verification evidence. Persist the Codex goal snapshot and quality gate so ultragoal checkpointing can reconcile against durable artifacts. Constraint: Ultragoal completion requires get_goal reconciliation and quality-gate evidence before checkpointing.
